British Columbia National Pharmacare (Plan NP)
On March 1, 2026, British Columbia became the first province to fully implement Plan NP, Canada’s new national pharmacare program. For BC residents, that means three categories of drugs — diabetes medications, hormone replacement therapy (HRT), and contraceptives — are now available at no cost at the pharmacy counter, no private coverage required. For plan sponsors with employees in BC, it means something more complicated: your group benefits plan just changed, whether you updated it or not.
What Plan NP Covers:
Under the federal Canada Pharmacare Act, the initial formulary is deliberately narrow. Coverage is universal, meaning BC residents access these drugs at no cost regardless of income or existing coverage. There are no premiums, no deductibles, and no co-payments charged at the point of dispensing. The three covered categories are:
- Diabetes Medications: includes insulin (all types), metformin, and a defined list of oral anti-diabetic agents covered by BC PharmaCare.
- Hormone Replacement Therapy (HRT): estrogen and progesterone products listed on the BC formulary for menopause management.
- Contraceptives: oral contraceptives, patches, rings, and IUDs listed on the provincial formulary.
The Practical Takeaway:
The practical takeaway: Plan NP is a real change with real administrative implications for BC employers. But it is a narrow one. Private group plans remain the primary mechanism for comprehensive drug coverage in Canada, and that is not changing soon.
